<p>The council decided last night that it would ask the state government to approve the increase, above the capped limit, to help pay for the $18-million project.</p>
<p>The works have included a large scale cleanup of creeks and waterways with thousands of tonnes of rubbish removed.</p>
<p>Several water retention dams are also being constructed throughout the city to slow water flows during major rain events such as those last year which created flooding.</p>
<p>The damage bill from the March flood topped $50-million.</p>

     The Pacific Highway has claimed two more lives, after a head-on collision in Northern New South Wales.</p>
<p>     Two cars collided 15 kilometres south of New Italy around 8am, in what an NBN reporter on the scene has described as greasy conditions.</p>
<p>     A man and woman in their 70s were killed, while two men in their 20s were injured. They were taken taken to Lismore Base Hospital with neck, head and abdominal injuries.</p>
<p>     Police say a northbound Commodore carrying the younger men crossed into the path of the elderly couple&#8217;s car.    </p>
<p>     The north and southbound lanes of the highway have been closed, with motorists advised to take the Summerland Way.</p>

      An earthquake measurig 3.4 on the Richter Scale was felt in parts of the mid north coast in the early hours of Friday morning.</p>
<p>      Residents from Port Stephens to Newcastle have told how they felt the earth move around 3.30am, others have told how a shudder woke them from their sleep.</p>
<p>      The shake lasted around 10 seconds.</p>
<p>      There have been no reports of damage or people injured.</p>
<p>      Canberra based Kevin McCue told NBN this morning&#8217;s quake was one of three minor quakes that have been felt across New South Wales this week.</p>
